The Flexible Working Programme (FWP) Strategy (first draft, 2015) is one response to Transport for Cape Town’s Travel Demand Management (TDM) Strategy, and proposes measures that not only attend to critical sustainable transportation matters, but also have the added benefit of addressing the City of Cape Town’s need to support human resources development in line with international trends, including to attract and retain key skills and exceptional talent.
The FWP Strategy focuses on the opportunities to address the impact of employment work policies on peak period travel, and to ‘flatten’ the peak to off-peak ratio as well as to reduce the overall Vehicle Kilometres Travelled (VKT). In this way, the FWP Strategy supports the City of Cape Town’s objectives and is aligned to TCT’s long-term sustainable transport strategies.
The FWP Strategy uses a similar prioritisation model to that of the TDM Strategy (in terms of ‘readiness’ and ‘timeframe to results’. The TDM Strategy had identified FWPs as key measures to influence the travel behaviour of ‘Stubborn’ and ‘Selective’ users, and likely to produce both short- and long-term results.
The vision for the FWP Strategy is that: the City of Cape Town leads by example, by offering a flexible working environment that not only attracts and retains the talent essential to meeting the City’s promises to its residents, visitors and investors, but that also contributes to a viable public transport system, reduced traffic congestion and improved air quality, and greater economic productivity.
The overall purpose of Strategy is to provide the rationale for the development of Flexible Working Programmes within large organisations in Cape Town, including the City of Cape Town, in order to achieve the following objectives:
- To Influence travel behaviour during the peak and encourage employees to travel outside the peak, regardless of their current mode of transport
- To lower infrastructure and operational costs of the transport system
- To improve the use of the public transport system off-peak.
- Reduce need to travel
The FWP Strategy also included a project plan for a pilot study within TCT, and a detailed monitoring and evaluation programme.
